default tagged clients get retagged after config reload

Description
In the config I have only views 'origin' and 'web'. origin has only tag 'default' and web has tag 'browser'. This way I can retag all work related stuff starting at origin. Now, if I reload the config with some terminals on origin, they get retagged browser and show up on web.
Moreover, if I start terminals after this reload of the config they are tagged browser, although there is no such rule in my config.
