I am afraid to say no to both and actually I never thought about this. You can move the whole bar to the bottom or add space for something like conky. It's open for discussion though. :)

would it be difficult to add this functionality to subtle? i think it would be absolutely necessary. about new functionality i mean :
1/ to make it possible to have multiple panels
2/ to place sublets and other widgets in the order you want to the panels

Well, both isn't a problem. Placing sublets in an own window requires just adding a new window and reduce the window size. Should this new window have the hatching too? Can you open a ticket for this? There are still some things to fix before - placement of floating windows on xinerama is tricky.

I added the option to move sublets into an own panel in #1277. Have a look at this screenshot:
